Your correction is right. You should treat an indefinite pronoun like neither as a singular. It sounds plural, and in casual speech is often treated as such, but in formal written English, you should treat it as singular.
In that sentence the question mark would come after the quotation marks. Question marks can go either inside or outside--if you are quoting a question, put it inside (Joe asked, "Where are you going?") but if you are asking a question and using a quote at the end of the sentence, then it goes outside (Should that read, "neither of these hats *is* silly"?) All your commas are correct.
I don't think there's any reason to care about these questions in a blog post, but since you asked. I didn't even notice the question mark until you followed it by asking whether it was right.
